In California, Proposition 71, The California Stem Cell Research and Cures Initiative, was passed in November 2005 in response to federal funding limitations for this controversial research. This initiative, among other things, established a constitutional right to conduct stem cell research and appropriated $3 billion from the General Fund to pay for bonds to finance this initiative. Other states have initiated their own stem cell research projects as legislative support for this type of research has increased. However, great controversy still remains over the use of human embryonic cells for research purposes and also using government money, i.e. taxpayer dollars, to fund the research.
